This is an organisational rather than a personal issue.

Peter may be tempted to go straight to Amanda

to challenge the arrangement. If he doesn't know

the history, he may end up looking foolish.

He may decide to go to his own manager for clarification.

What if his own manager doesn't know about Amanda's arrangement?

In this situation, what Peter needs first is more understanding of how the organisation works - not the "official" structure, but the informal one. Who has power to change things? How did the arrangement with Amanda start? What is Amanda's status? What's Ken's history with the organisation?

How will you yourself get a clearer picture of your own organisation and the informal links and connections? You need to plan for this.
